Digital Government Strategy Report for the Department of Housing and Urban Development

2.1. Engage with customers to identify at least two existing major customer-facing services that contain high-value data or content as first-move candidates to make compliant with new open data, content, and web API policy.

Paragraph on customer engagement approach: The Customers selected were based on the following approach: 1. Usage Analysis - Perform Audience Analysis on key external customer facing systems. Readership statistics collected on "HUD User" Site was used to select customer-facing systems such as the "The Edge"- an online magazine providing news, a message from the Assistant Secretary, and a wide range of information on housing and community development issues, regulations, and research that is updated biweekly. - Analyze User Feedback: Requests for information such as "Fair Market Rental (FMR) and income limits by locations" occur frequently and strong and continuing usage on HUD User for FMR and income limits indicates that there is need and desire for easy access to this data. In addition HUD obtains user feedback through the following web sites/systems: - http://www.hud.gov/apps/section8/index.cfm - http://portal.hud.gov/hudportal/HUD?src=/program_offices/public_indian_housing/pha/contacts - http://www.huduser.org/portal/datasets/gis.html - http://www.huduser.org/portal/pdrdatas_landing.html 2. Select and prioritize systems that have been analyzed in the previous step as potential systems to open up via web API. The prioritization for implementation will be based on traffic metrics and feedback, audience sensitivity analysis based on feedback collected. 3. System Description: Provides access to PDR's on-line magazine The Edge. The Edge is an online magazine providing news, a message from the Assistant Secretary, and a wide range of information on housing and community development issues, regulations, and research that is updated biweekly.The Edgeis available on Apple iOS and Android powered smartphones. The PDR EdgeApp directs users to the PDR mobile webpage where up- to -date content can be accessed. The app allows users to share content on social media networks like Facebook and Twitter, and via email.

System Description: HUD sponsors housing counseling agencies throughout the country that can provide advice on buying a home, renting, defaults, foreclosures, and credit issues. This app allows you to select a list of agencies for each state below. You may search more specifically for areverse mortgage counseloror if you are facing foreclosure, search for aforeclosure avoidance counselor.

System Name: File a Fair Housing Complaint
System Description: Federal law prohibits housing discrimination based on your race, color, national origin, religion, sex, familial status, or disability. By creating a mobile app for the HUD Form 903, FHEO will expand the ability to reach anyone that feels that their civil rights have been violated and have them submit a fair housing complaint easily and confidentially.

System Name: HUDMaps
System Description: HUD has developed a number of Geospatial Information Systems (GIS) that are currently available on the web and are listed at http://egis.hud.gov/. The HUDMap tool allows HUD Employees and Contractors to pull information from various internal and external sources to assist programmatic and disaster response projects. HUDMaps access is being expanded to provide for mobile device capabilities.

Main Customer: The HUDMaps tool provides information that can be used for Disaster Planning, Community Information, Housing Values, Public Housing and Multi-Family Projects. For example, HUDMaps was leveraged significantly by staff in New York during Hurricane Irene. During that situation, New York City HUD staff leveraged the map to assist HUD recipients in designated evacuation zones during the hurricane. Staff has also used the maps in the parts of the country after tornados.

System Name: GMP Monitoring Exhibits Handbook
System Description: The CPD Monitoring Handbook includes all programs and technical functions for which CPD Field staff have monitoring responsibilities.
System Scope: both
Main Customer: Monitoring is an integral management control technique and a GAO standard. It is an ongoing process that assesses the quality of a program participant’s performance over a period of time. Monitoring provides information about program participants that is critical for making informed judgments about program effectiveness and management efficiency. It also helps in identifying instances of fraud, waste and abuse. Access to this information is being expanded to include mobile device access.

1.2.4. Develop Data Inventory Schedule - Summary

Summarize the Inventory Schedule: HUD currently has an incomplete Enterprise Inventory and it will need to engage each of its Program Areas to determine what each Office’s data assets are and if the data can be made available to the public. For data that is permitted to be shared with the public, metadata will be created to describe what the data is and how it can best be used by the public. This Inventory Schedule identifies these tasks and sets milestones and dates to when these activities will take place. How HUD will ensure that it has identified its data assets in detail are in the HUD Process for Identifying Data Assets section. The schedule and milestones listed in the Data Inventory Schedule indicate by quarter which HUD Program Areas the Data.gov liaison will work with to identify datasets. We have identified 3 HUD Program Areas for Q2 FY 14, 6 HUD Program Areas for Q3 FY 14, and 6 HUD Program Areas for Q4 FY 14. We will continue with the same schedule for FY 2015 and so forth in order to enrich, expand, and open HUD’s data inventory.

Description: Updates to the HUD Dataset Inventory for FY2014Q3 from the office of Fair Housing Enforcement (FHEO). The mission of this office is to create equal housing opportunities for all persons living in America by administering laws that prohibit discrimination in housing on the basis of race, color, religion, sex, national origin, disability, and familial status. In addition, this office manages the Fair Housing Assistance Program, administer the award and management of Fair Housing Initiatives Program grants, and propose fair housing legislation.

Description:Updates to the HUD Dataset Inventory for FY2014Q3 from the CFO office. This Program Area is more of internal oversight office for the HUD organization. Since it is a support office there is a limited number of public datasets that could be provided.

1.2.6. Develop Customer Feedback Process

Describe the agency's process to engage with customers: On both the Digital Strategy web page and the data.hud.gov web page, HUD solicits feedback, questions and other correspondence by allowing emails to be submitted directly to Chief Data Architect via this email: EDMS@hud.gov
 

1.2.7. Develop Data Publication Process

Describe the agency's data publication process: First, datasets are manually identified through multiple avenues: 1. The Enterprise Information Management Program staff will review the HUD Enterprise Information Management repository to identify datasets that were identified in past Data Quality Assessments, and Data Management Maturity Assessments; 2. Members of our Data Steward Advisory Group (DSAG) will review HUD’s Internet and Intranet for their respective Program Area. The DSAG Member will provide lists of datasets that are available, and discusses internally with their respective Program Area Team members about their availability to be provided to the public. Membership of the DSAG is composed of all HUD major business areas and the ten (10) Regional Offices; 3. The DSAG Member documents datasets that are going to be made available publicly and submits the datasets to the DSAG Chair, Co-Chair, and Chief Data Steward. 4. Once approval the DSAG Chief Data Steward shares the list of datasets with the HUD CISO and SAOP. 5. The Chief Data Steward/HUD Datagov POC publishes the dataset to the Public HUD Dataset Listing at www.HUD.gov/data.json, and submits the dataset to the OMB MAX via a JSON inventory file. 6. Leveraging the Agency Suggestion spreadsheets provided by Data.gov to determine if the suggested data sets from Data.gov site visitors are viable candidates for publishing; and 7. Posting a “Nominate a dataset” link on our HUD Intranet (http://hudweb.hud.gov/po/i/edm/news.cfm)
