Sample Rent Limits Under the LIHTC and HOME Programs

The following chart demonstrates sample HOME and LIHTC rents for St. Paul, MN in 2002. Remember the following key points:

  • The Low HOME rent is the lesser of (1) 30 percent of the monthly income of a household at 50 percent of AMI, adjusted for unit size and tenant-paid utilities; or (2) the High HOME rent.
     
  • The High HOME rent is the lesser of (1) 30 percent of the monthly income of a household at 65 percent of AMI, adjusted for unit size and tenant-paid utilities; or (2) the FMR.
     
  • LIHTC rent limits, like HOME rent limits, are based on AMI and are adjusted by unit size and tenant-paid utilities.
     
  • For units subsidized under both programs, the stricter (i.e., lower) rent limit applies.

Note: The High HOME rent cannot be more than the FMR, and the Low HOME rent cannot be more than the High HOME rent. Thus, in cases where the High HOME rent is capped by the FMR, the High and Low HOME rents may be equal.
