Basic CDBG Framework and Disaster Recovery Waivers

Congress appropriates special CDBG funds for disaster recovery. Grantees develop disaster recovery plans and identify a list of required waivers for their programs, which may be managed by ether the State or local government, depending on the appropriation language.
