Disaster Recovery Grant Reporting System

The Disaster Recovery Grant Reporting system was developed by HUD's Office of Community Planning and Development for the Disaster Recovery CDBG program and other special appropriations. Data from the system is used by HUD staff to review activities funded under these programs and for required quarterly reports to Congress.

The system was developed for grantees to identify activities funded under their Action Plans and Amendments along with budgets and performance goals for those activities. Once an Action Plan is submitted and approved, grantees can submit quarterly reports summarizing obligation, expenditures, drawdowns, and accomplishments for all their activities.

  • Help Desk Resources Since DRGR is one of HUD single sign-on systems, DRGR users having difficulty accessing DRGR because of login ID or password problems must contact the main HUD Help Desk at 1-888-297-8689 (Option 9). If you have problems working with any modules or screens in DRGR, users can send an email to DRGR_Help@hud.gov or call 800-998-9999.
     
  • New/Modified DRGR Account Requests

    HUD Users: New HUD DRGR users in Headquarters and the field must have their supervisor submit a CHAMPS request to add DRGR to their systems profile. CHAMPS can be accessed at http://useraccess.hud.gov.

    The request must be made using the BUSINESS APPLICATION link.  It should list DRGRS-C08A as the application and READ/WRITE as the access type for most HUD users other than OIG.  OIG Users should ask for READ access only. 

    Once the new HUD field office user has received notice that the account has been created, they will also have to contact a field office manager listed in DRGR to certify their DRGR account in the system.  In most cases, this will be a CPD manager.  However, several ONAP offices have also been added to DRGR recently.  DRGR field managers will be certified/recertified by HQ DRGR Admin users and should contact DRGR_Help@hud.gov for this, as needed. Recertifications of DRGR accounts will be required every six months.

  • Grantee Users: Send an email message to your field office requesting DRGR access. Field staff will review the request for accuracy and completeness and forward it to DRGR_Help@hud.gov. The grantee will include the following in the message:
    • Full name of user
    • Grantee Name
    • C# assigned for IDIS User ID (if current IDIS user)
    • Address
    • Phone number with extension
    • Fax number
    • Email address
    • Whether you will be the primary DRGR system administrator for your community
    • Whether you are authorized to request or to approve drawdowns
    • Five digits you can always remember for your PIN (which will be used by the HUD help desk for help tickets)


Grantee account updates should also go from grantee supervisors or grantee DRGR system administrators through each grantee?s CPD representative for review/approval before being to DRGR_Help@hud.gov. Once the new grantee administrator has received notice that the account has been created, they will also have to contact a CPD representative assigned to their grants to certify their account in DRGR. Other grantee users should contact a grantee system administrator to certify their account in DRGR. Recertifications of DRGR accounts will be required every six months

What's New
