Introduction

HUD's Honolulu Field Office directly administers the CDBG program for non-entitlement areas in the State of Hawaii.

The FY 2004 Appropriations Act required the Governor of Hawaii to decide if the State wished to participate in the State CDBG program by July 31, 2004. The State made the decision not to participate in the program. As a result of this decision HUD will administer the non entitled grants in Hawaii, allocating funds on a formula basis using population, poverty, and housing overcrowding as the basis for allocating funds with the poverty factor carrying a double weight. The FY 2004 Appropriations Act requires HUD to administer the Non Entitlement CDBG Grants in Hawaii in the same manner that it administers the CDBG Entitlement Grant Program.

Eligible Participants

In Hawaii, three counties qualify for this program - Hawaii, Kauai, and Maui. Funds are distributed to these grantees by formula.

Eligible Activities

Activities funded must be eligible and meet one of the three national objectives:

1. benefit to low- and moderate-income persons,
2. aid in the prevention or elimination of slums and blight, or
3. meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community.

Typically activities funded include: construction of public facilities and improvements, such as water systems, streets, and community centers; rehabilitation of houses and landmark structures; assistance to private, for profit entities to carry out economic development activities (including assistance to micro enterprises); and the provision of public services.

Requirements

In order to receive CDBG funds, non-entitlement CDBG grantees in Hawaii must submit a consolidated plan to the Hawaii Field Office. The annual action plan must contain the required certifications, description of CDBG eligible activities to be funded, and timetables for completing the projects.
