T. Clemmensen, Director of the Departmental Enforcement Center
Craig T. Clemmensen was named as the Director of the Departmental
Enforcement Center (DEC) in May 2010. Prior to coming to the Enforcement
Center, Mr. Clemmensen worked in the Office of Housing/FHA for eight
years, where he served as the Associate Deputy Assistant Secretary
for Housing Operations before becoming the Deputy Assistant Secretary
for Housing Operations in 2005.
Mr. Clemmensen first joined the DEC in 1998, where he was part
of the management team that established the DEC. He served in a
number of positions within the DEC, including Administrative Officer,
Field Office Coordinator and the Director of the Office of Management
and Administrative Services, before leaving the DEC in 2002 to go
to the Office of Housing.
Mr. Clemmensen has over 20 years of service with the Department,
and has also served in the Office of Administration and the Office
of Departmental Operations and Coordination. He holds a Bachelor’s
degree from Rider University.
M. Beaudette, Deputy Director of the Departmental Enforcement Center
James M. Beaudette was named as the Deputy Director of the Departmental
Enforcement Center in September 2010. He began his career at HUD
in 1999 with the Office of Inspector General (OIG) Housing Fraud
Initiative in Los Angeles. After transferring to OIG's Atlanta office
in 2002, he was appointed Special Agent in Charge in Los Angeles.
Before joining HUD, Mr. Beaudette supervised investigations for
the Department of Interior's Bureau of Land Management in California
and Northern Nevada. Prior to that, he worked as a U.S. Border Patrol
Field Operations Supervisor working cross-border smuggling cases
with Operation Alliance, a multi-agency taskforce in El Paso, TX.
He transferred to Operation Alliance from a liaison position to
the Office of the Vice-President where he was assigned to the National
Narcotics Border Interdiction System. While there, his work related
to the utilization of national intelligence assets for tactical
law enforcement use. He also assisted in the establishment of the
Office of National Drug Control Policy in areas related to land
border interdiction. He began his civilian Federal career in Yuma,
AZ as a Border Patrol Agent.
Holtz Shank, Director of the Operations Division
Rebecca Holtz Shank is the Director of the Departmental Enforcement
Center's (DEC) Operations Division.. She joined the DEC in December
Prior to joining the DEC, Mrs. Shank served as Acting Office Director
of the Office of Consumer and Regulatory Affairs in the Office of
Single Family Housing from August 1999 until December 2000. She
also served as the Director of the RESPA/Interstate Land Sales Division
from August 1996 until December 2000.
Mrs. Shank began her HUD career in the Office of General Counsel,
first in the Office of Litigation, and later in the Office of Program
Compliance where she was she served as the senior RESPA enforcement
attorney for seven years. She is a graduate of the University of
Maryland School of Law and Mount Holyoke College.
Stanley E. Field, Director of the Compliance
Stanley E. Field was named as the Director of the Compliance Division
in October 2010. He has been an attorney with the Office of Program
Enforcement for the past nine years, where he represented HUD in
debarment, civil money penalty and Program Fraud Civil Remedies
Prior to joining HUD, Mr. Field had a private practice in Birmingham,
Alabama that focused on general litigation, including torts, bankruptcy,
probate and criminal law. He has served as a commissioned officer
in the United States Air Force's Judge-Advocate General's Corps,
working as Assistant Staff Judge-Advocate and Area Defense Counsel.
Mr. Field is a graduate of Tufts University and the University of
Maryland School of Law.
