HUD Signs VCA with Lafayette Housing Authority to Correct Fair Housing Issues

On August 21, 2006, the City of Lafayette (Louisiana) Housing Authority (LHA) signed a Voluntary Compliance Agreement (VCA) committing to a number of time-sequenced changes including making 29 public housing units fully-accessible to persons with disabilities.

The VCA stems from a review of the LHA conducted in December 2005. HUD reviewed LHA�s application and admission process, tenant selection and assignment, maintenance services, designated accessible units, common areas, and non-housing programs and activities. The review also included the examination of applicant waiting lists, applications, maintenance requests, and reasonable accommodation requests.

Under the terms of the far-reaching agreement, the LHA will:

 - Make 5% of its housing stock fully-accessible to persons with mobility impairments;
 - Appoint a Section 504 Coordinator and a VCA Administrator;
 - Amend its Admissions and Continued Occupancy Policy to incorporate approved wait list procedures;
 - Revise its Section 8 Administrative Plan to incorporate procedures and policies related to waiting lists, occupancy and administrative hearings; and
 - Provide additional training to key staff on the provisions of the agreement and on compliance with disability laws generally, including the Authority�s duty to reasonably accommodate persons with all types of disabilities.
