What's new about contractor and subcontractor certification forms??

 
 

Did you know that HUD cancelled several contractor and subcontractor forms?

This isn't really "new" information. But, since HUD regularly receives requests for these forms, it seems that it may be helpful to share this information with our partners, again.

In December 1983, HUD published a new Handbook 1344.1, Federal Labor Standards Compliance in Housing and Community Development Programs. The transmittal for this new handbook explained significant changes including the elimination of contractor and subcontractor certification forms. The eliminated forms included the HUD-1421; HUD-1422; FHA-2482; and FHA-2482A. The forms were determined to be unnecessary and were not replaced by other forms. HUD no longer requires the forms and maintains no supply of the forms. Persons who seek copies of these forms at HUDClips will see that these forms are annotated as cancelled.

The cancelled forms were collected from contractors and subcontractors in advance of any construction work. These forms should not be confused with weekly payroll certifications (e.g., the Statement of Compliance on the reverse of the Payroll form, WH-347) on which wages paid for work already performed are reported. Certification of weekly payroll reports is still required.
