Moving to Work (MTW) Greene Metropolitan Housing Authority

Participation in MTW Demonstration Completed

General Information

Greene Metropolitan Housing Authority (GMHA) manages 361 public housing units in five communities and administers a Section 8 program with 1,172 certificates/vouchers. GMHA also owns and manages a 17-unit multifamily development, manages a 99-unit multifamily elderly project, and an 18-unit housing tax credit project that it developed. At the tax credit development, GMHA and the Ohio State University Extension administer an Individual Development Account program, which they expanded to the MTW Demonstration. GMHA's MTW program began March 3, 1999 and terminated on March 31, 2004.

Status

Seventy-five families participated in the 3-year MTW Demonstration. All families were required to receive some form of assistance from the Greene County Department of Job and Family Services and were required to work at least 30 hours per week.

Goals

  • Reduce the cost of administering housing assistance and achieve greater cost-effectiveness.

  • Increase housing choices for low-income families.

  • Increase the percentage of residents that are employed.

Agreement

Rent Policies

During the MTW demonstration, families were subject to the following rent policy:

  • Receive no utility reimbursement.

  • Pay $50 per month for rent for year one.

  • Pay $100 per month for rent for year two.

  • Pay $150 per month for rent for year three.

Self-sufficiency Policies

MTW families were required to:

  • Participate and attend money management, maintenance, and homebuyer education classes.

  • Develop and follow a budget.

  • Perform selected maintenance items and follow maintenance guidelines.
