Santa Clara/San Jose Housing Authorities

General Information

The Housing Authority of the County of Santa Clara (HACSC) and the Housing Authority of the City of San Jose (HACSJ) entered into a cooperative agreement in 1976 where the Housing Authority of the County of Santa Clara manages all of the Housing Authority of the City of San Jose's housing programs.

The combined agencies, through the Housing Authority of the County of Santa Clara, provide rental subsidies and develop affordable housing for low-income families, seniors and persons with disabilities living in Santa Clara County, California. The goals for their MTW program include:

  • Developing more efficient and effective operations, enhancing the agency's financial stability, improving policies and procedures so that they better support program integrity, process efficiency, reduced bureaucracy, and fiscal responsibility.
  • Promoting self-sufficiency and asset development, improving the quality of life for low-income families, partnering with local community organizations to support approaches to ending homelessness and promoting self-sufficiency, and increasing the number of low-income families participating in HACSC's homeownership program.
  • Leveraging the power of MTW's funding flexibility model, improving the vitality of HACSC-owned developments, increasing the supply of affordable housing through future developments, and taking affirmative measures to support and ensure equal housing opportunities for all families participating in HACSC programs.

Currently HACSC and HACSJ manage approximately 350 public housing units and 16,700 Housing Choice Voucher units.
