Rental Integrity Monitoring (RIM) Guide

Purpose

The purpose of the Rental Integrity Monitoring (RIM) Guide is to aid HUD in conducting on-site monitoring reviews of PHAs' public housing and Section 8 housing choice voucher (HCV) programs. The RIM Guide details the income and rent review process and offers a specific set of activities and questions that reviewers can use to prepare for and conduct a RIM review. Guidance on follow-up and resolution are also provided to assist in monitoring the PHAs' progress in resolving reported income and rent discrepancies.

The Guide contains several tools to be used as part of a structured and systematic approach to examining income and rent determinations. These tools are designed to allow HUD reviewers to exercise judgment and tailor their efforts to a PHA's specific circumstances.
