Providing Interim Funding in Fiscal Year 2013 to Recipients of Indian Housing Block Grants - The Department is concerned that the delay in allocating FY 2013 IHBG funding may have an adverse effect on some tribes.  This Notice provides instructions to tribes and tribally designated housing entities (TDHEs) on the process for requesting an advance on IHBG funds for FY 2013.

Funding for Tenant-Protection Vouchers for Certain At-Risk Households in Low-Vacancy Areas – Request for Comments - This Noticeprovides instructions, eligibility, and selection criteria on the funding process for tenant protection vouchers for certain at-risk households in low-vacancy areas, as provided for in the “Consolidated and Further Continuing Appropriations Act, 2012” (PL 112-55), referred to hereafter as “the 2012 Appropriations Act,” enacted on November 18, 2011, and seeks public comment on these instructions and criteria.

SUPPLEMENTAL NOTICE to PIH Notice 2012-16 Request for Applications under the Moving to Work Demonstration Program for Fiscal Year 2011 - HUD issued PIH Notice 2012-16 Request for Applications under the Moving to Work Demonstration Program for Fiscal Year 2011 on February 27, 2012. Notice 2012-16 required prospective applicants to submit applications for the Moving to Work (MTW) Demonstration program by June 27, 2012.

State Registered Lifetime Sex Offenders in Federally Assisted Housing - This guidance reiterates owners’ and agents’ (O/As) and Public Housing Agencies’ (PHAs) statutory- and regulatory-based responsibilities to prohibit admission to individuals subject to a lifetime registration requirement under a State sex offender registration program.

Supplemental Information to Application for Assistance Regarding Identification of
Family Member, Friend or Other Persons or Organization Supportive of a Tenant for
Occupancy in HUD Assisted Housing -

This Notice reinstates and extends the 2009 joint Notice issued by the Office of Housing (H) and the Office of Public and Indian Housing (PIH), identified as H 2009-13 or PIH 2009-36.  That HUD Notice was issued to provide guidance to owners and management agents (O/As) and Public Housing Agencies (PHAs) on the implementation of the requirements of Section 644 of the Housing and Community Development Act of 1992 (Section 644). Under Section 644, O/As and PHAs must provide applicants as part of their application for housing, the option to include information on an individual or organization that may be contacted to assist in providing any delivery of services or special care to applicants who become tenants and to assist with resolving any tenancy issues arising during tenancy.  The HUD Notice also transmitted Form HUD-92006, Supplement to Application for Federally Assisted Housing (Attachment A), which must be included as part of the O/A’s and PHA’s application. For the convenience of the reader the full content of HUD Notice H 2009-13/PIH 2009-36 is provided in this reinstatement notice.

Financial Reporting Requirements for the Housing Choice Voucher Program Submitted through the Financial Assessment Subsystem for Public Housing and the Voucher Management System - The UniformThe Uniform Financial Reporting Standards (UFRS), at 24 C.F.R. § 5.801, require Public Housing Agencies (PHAs) as defined under 24 C.F.R. § 982.4[1] that administer the Housing Choice Voucher (HCV) Program, to submit financial information to the Department of Housing and Urban Development (HUD) electronically.

Guidelines on Bedbug Control and Prevention in Public Housing - Bedbug infestations have become a serious problem in housing throughout the country.  Public Housing properties are not immune to infestations.  This Notice provides information and references to best practices regarding the prevention and control of bedbug infestations.  It also provides guidance on the rights and responsibilities of HUD, Public Housing Agencies (PHAs) and tenants with regard to bedbug infestations.

Guidance on Public Housing salary restrictions in HUD’s Federal Fiscal Year (FFY) 2012 Appropriations Act (P.L. 112-55) - This notice provides guidance on implementing the provision in HUD’s FFY 2012 Appropriations, P.L. 112-55, that limits the use of FFY 2012 Section 8 Tenant-Based Rental Assistance and Section 9 appropriations to pay salaries to public housing agency (PHA) employees.  This limitation applies to all PHA employees, including chief executive officers, other officials, and any other employees.
