11/09/11 Portland, Oregon Funding Opportunity Portland Housing Bureau (PHB) released the Fall 2011 Affordable Rental Housing Notice of Funding Availability (NOFA), making available up to $11 million in federal and local
  funds for the preservation, rehabilitation and/or development of rental housing to households earning 60% or less of area median family income (MFI). The deadline for submitting proposals is Monday, December 19, 2011. Questions should be directed to the solicitation coordinator, Karl Dinkelspiel, 503.823.1354. Any development team planning to submit a proposal must attend a mandatory information session to be held from 2 to 3:30pm on Wednesday, November 16 at the PHB office, located on the 5th floor of the Commonwealth Building in downtown Portland, 421 SW 6th Ave.

09/19/11 Real Estate Assessment Center (REAC) No physical inspections during Thanksgiving & Christmas Holiday Weeks REAC requests no physical inspections be conducted during Thanksgiving week, the week before Christmas, and the week after Christmas.
  With travel and vacations, many properties are short-staffed. Inspection preparation during these time periods is difficult to complete resulting in last minute cancellations and postponements. If you receive notice that an inspection is scheduled during these holiday periods, you may want to direct the inspector to the HUD website REAC will remain open for business except for Thanksgiving Day and Christmas Day. 08/26/11 New HUD Multifamily Seattle and Portland Program Center Directors Announced.
  Tim Sovold of the Washington State Housing Finance Commission has been selected as the new Seattle Program Center Director for the Seattle Multifamily Hub, replacing recently retired Mark Flynn. Mr. Sovold brings a wealth of affordable housing experience to the position and is a highly regarded leader and manager.
  Patrick Shea, a long time Portland Multifamily employee, who has most recently been a Supervisor for the Portland Asset Management staff, has accepted the Portland Multifamily Program Center Director position. Patrick replaces our previous Center Director, Michael Hayes, also newly retired. Through the years, Patrick has gained the respect of our stakeholders and his staff.
  Congratulations Patrick and Tim. We are excited to have you on board in your new capacities!

07/28/11 Some tenants are not appearing in the Enterprise Income Verification (EIV) system. While Rental Housing Integrity Improvement Project (RHIIP) staff is researching this issue, follow these steps. While completing a recertification, if you receive this message from the "By Head of Household" query, "A current form 50059 record was not found for Social Security Number: XX-XXX-1234", check the Identity Verification Report to determine if the tenant is listed. If the tenant is listed, make the required corrections and transmit the corrected Form 50059 to Tenant Rental Assistance Certification System (TRACS). Print the "By Head of Household" report that reflects the message above and place it in the tenant file, ensuring that the date it was printed is on the page. 06/06/11 Attention FASS-FHA Users - Blanket 30-day Extension Clarification. The Office of Asset Management approved a blanket 30-day extension for Financial Assessment of Multifamily Housing (FASS-MF) owners with a fiscal year ending 12/31/10. This blanket 30 day extension applied to properties with a fiscal year end date of 12/31/2010 with a due date for filing annual financial statements (audited and owner certified) no later than March 30, 2011. The extended due date was April 30, 2011. Any submissions made after this April 30, 2011 date will be deemed late. The extension did NOT apply to the due dates for non-profit owners of properties that are required to submit audited A133 annual financial statements. Per OMB Guidance, those statements must be submitted no later than September 30, 2011.
05/31/11 New Green Refinance Plus Multifamily Financing Program Energy-efficient upgrades in affordable apartment buildings. Owners of existing affordable rental housing properties may refinance into new mortgages including funding for energy- and water-saving upgrades, along with other needed property renovations.

05/26/11 Enhancing Energy Efficiency and Green Building Design in Section 202 and Section 811 Programs Conservation and energy efficiency strategies must be incorporated into the design, construction, and operation of all projects. HUD provides an incentive to encourage sponsors and owners to develop their projects using the principles of green building design. This report offers tools, resources, and case studies of successful energy efficiency practices in 202 and 811 housing.

05/10/11 Homeless Admissions Preference. HUD has established a series of Strategic Plan Goals that encompass virtually all aspects of our nationwide operations, and that aspire to reach and affect the lives of persons in need throughout our land. HUD places significant emphasis on ending homelessness in our country and, with that in mind and reflecting our Department's priorities, we have included in our current Regional Action Plan a goal of encouraging the adoption of a homeless admissions preference by as many affordable housing providers as possible. If you own, manage, or know of an existing affordable housing property that may benefit from the addition of a homeless admissions preference, contact the Region X HUD Project Manager.
04/22/11 Reminder: Opportunity to renew HAP contracts for 20 year terms. HUD encourages renewal of Housing Assistance Payment Contracts (Project-Based Section 8) for 20 year terms. Long term contracts support our goal to preserve affordable housing in our communities. If questions, contact your Project Manager. 03/21/11 New Affordable Rental Housing Partnership. Innovative Partnerships in Washington and Oregon. HUD's Office of Policy Development and Research has added an affordable rental housing partnerships page to HUD USER.
03/16/11 New 2011 Annual Adjustment Factors (AAF). Notice of the Revised Contract Rent Annual Adjustment Factors (AAFs) for 2011 was published. The AAFs are used to adjust the contract rents on the anniversary date of the assistance contract for some multifamily projects.
03/07/11 Policy Clarification Regarding Pension Plan Expenses. HUD now permits management agents to make pension plan contributions from project operating funds for employees that perform front-line services at various projects.

01/03/11 Unauthorized Section 3 Service Providers. Many third-party vendors are providing Section 3 business certifications, trainings, and other services to grantees and contractors. While these services may be beneficial for achieving the goals of Section 3, the Department of Housing and Urban Development is NOT affiliated with any third-party Section 3 vendors. The Section 3 regulation allows recipients of covered funds to use their discretion for developing strategies and procedures to meet their obligations. Accordingly, management agencies and owners are under no obligation to use any third-party service to facilitate the implementation of Section 3. Section 3 is a HUD priority, and we are committed to providing ongoing technical assistance to ensure overall compliance. Technical questions to HUD: section3@hud.gov.
