Richmond Multifamily Subsidized Housing Waiting List Policy

is effective immediately.
- Once an applicant has been determined eligible to occupy
a HUD assisted project apartment their name should be placed
on a waiting list.
- The list should be maintained by unit size or type and in
date application order.
- As a project becomes aware of vacancies or pending vacancies,
the applicants should immediately be contacted. Should the applicant
not be interested or unable to move-in within a reasonable period
(30days is recommended) the next applicant should be contacted.
- Any applicant refusing an apartment should be moved to the
bottom of their list.
- Applicants should always be contacted by order of the applicable
list.
Projects may implement other procedures for example, removing applicants
names form the waiting lists after 2 refusals. All policies should
be applied consistently for all applicants. We also suggest owners/agents
develop a written procedure for utilizing the waiting list and provide
a copy to each applicant as they apply. You may also want to consider
including a requirement for the applicants to contact the project
periodically to indicate their desire to remain on the list and
the possibility that a project may elect to close any list containing
a reasonable number of applicants.
It is not the intent of HUD to manage projects, however we must
ensure all applicants are given an equal opportunity to obtain subsidized
housing . We also are required to monitor the financial and physical
condition of each HUD property . Therefore we must ensure projects
turn all vacancies promptly to provide cash flow sufficient to maintain
the projects in good repair, pay debt service and pay routine operating
expenses as well as provide a return to the owner.
