Ms. Jean Lin Pao, General Deputy Assistant Secretary for the Office of Policy Development and Research
Ms. Jean Lin Pao is the General Deputy Assistant Secretary for the Office of Policy Development and Research (PD&R) at the U.S. Department of Housing and Urban Development. Supporting the Assistant Secretary, Ms. Pao is responsible for the day-to-day operations of PD&R which maintains current information on housing needs, market conditions, and existing programs, as well as conducts research on priority housing and community development issues. She provides operational oversight for PD&R’s budget, staffing, procurement and research activities. For Fiscal Year 2014, Ms. Pao manages 145 employees in headquarters and the field, an annual budget of $46 million in research and technology funds, $15 million in Transformation Initiative funds for research and demonstrations, and an additional $21 million in appropriated funds in salaries and expenses.
Ms. Pao has over two decades of HUD experience and started her career in PD&R leading national program evaluations, conducting in-house research projects, and publishing reports. During her tenure at HUD, Ms. Pao led management initiatives for the Office of Field Policy and Management which oversees HUD’s regional and field offices across the country. She also served in HUD’s Office of Departmental Operations and Coordination where she conducted departmental management improvement processes.
Ms. Pao holds a Bachelor’s degree in urban studies from Barnard College, Columbia University and a Master’s degree in Public Policy from the Harris School, University of Chicago. She is an Excellence in Government Senior Fellow and a recipient of the Presidential Rank Award.
