Rafael Diaz, Chief Information Officer
Mr. Diaz is an accomplished information technology management executive with extensive government and corporate experienced. CISSP credentialed professional with a DHS "Secret" clearance. Rafael's over 20 years' proficiency in leading comprehensive Information Technology initiatives, has allowed him to develop as a proven leader who also excels as a pivotal business partner and provides critical insights and leadership to the executive team. Mr. Diaz' core competencies include: Management information systems, Cyber Security, Risk Management, Strategic Planning, and Policy Development.
During his tenure at the State of Illinois, Mr. Diaz served as the state CIO as well as CIO for two State agencies - Central Management Services and Human Services. His latest roles in Illinois included, State Chief Cyber Security Advisor and State Chief Information Security Officer. As state CISO, Rafael was awarded multiple security grants through DHS for the State of Illinois and initiated the cyber security committee in the Illinois Terrorism Task Force to enhance the state's cyber security posture.
Mr. Diaz has led numerous boards and committees on a state-wide and national level with the MS-ISAC, DHS, NASCIO, Chicago CISO Council, and the Digital Government Summit. He is a frequently invited speaker at conferences and events pertaining to cyber security issues.
Rafael has served his country as a US Marine and as a commissioned officer in the US Army. Mr. Diaz received his baccalaureate degree in biology and chemistry and served as expert qualified forensic scientist with the Chicago Police Department.
