Jane Hornstein became the new SAC Director effective September 19, 2016. Jane has had a long and distinguished career in affordable housing finance. Prior to joining HUD, she was assistant director of Cook County’s Bureau of Economic Development, Department of Planning and Development. Jane’s main task at Cook County was to deploy funds into safe, decent and affordable housing throughout suburban Cook County through the Neighborhood Stabilization Program, Community Development Block Grant – Disaster Recovery and the HOME Investment Partnership Program. In addition to development of new affordable housing, Jane opened a residential resilience program that assisted Cook County residents mitigate flood damage. She secured a Lead Hazard Reduction Grant to remove lead-based paint for homes where children had tested with elevated blood levels. She also opened a down payment assistance program for homebuyers and a strategic acquisition program that bought homes in existing flood plains. Before joining Cook County, Jane worked as an independent consultant to several organizations including six years with the Metropolitan Planning Council structuring and deploying its Employer Assisted Housing initiative. She also worked with IFF, HUD as an expeditor of its HOPE VI program and with Harris Bank underwriting various loan proposals. She also taught Real Estate Finance at DePaul University. Prior to becoming a consultant, Jane worked with Fannie Mae in its Community Development Department, sourcing affordable housing loans in and around Chicago; she also worked with the Chicago Housing Authority and The Habitat Company, on the Scattered Sites Program and on the HOPE VI Redevelopment program, which led into the Plan for Transformation; and with The Charles H. Shaw Company on the redevelopment of Homan Square, the massive former Sears, Roebuck & Co. headquarters on Chicago’s west side. Earlier, Jane worked at the National Equity Fund from the inception of the low income housing tax credit.
